Meet Terry Beddow-Clark

Terry Clark is the former County Children and Youth Administrator for York County. He served as the Children and Youth Administrator for about five years, where he worked collaboratively with service providers, county officials, juvenile justice agencies, and other human service organizations to provide a broad range of services and supports to families and their children referred to the local child welfare agency. Terry has over 30 years experience working in child welfare. He started his career working for Kidspeace, where he worked as a mental health worker in their partial hospitalization program before becoming a Crisis Prevention Specialist and then to a Facility Supervisor in their partial hospitalization program. Terry also spent 10 years working for Berks County Children & Youth Services as a Casework Supervisor and later, the Director of In-Home Services. Terry also served in the capacity as a state-certified trainer for the University of Pittsburgh’s PA Child Welfare Training & Certification Program, where he wrote training curricula and trained new caseworkers, supervisors and administrators in preparation of meeting the requirements of being certified to work in child welfare in Pennsylvania. He also chaired the PA Department of Human Services statewide Risk Assessment Taskforce that lead to the creation and development of the PA Risk Assessment Model currently used by all 67 county child welfare agencies in Pennsylvania today. Terry’s passion for working to improve Pennsylvania’s child welfare system lead to him accepting a position with the PA Department of Human Services in 2002 as the Chief of Policy in the Office of Children, Youth & Families. In that role he led the Policy, Planning and Program Division to promulgate regulations and policies related to ensuring the safety, permanency and well-being of Pennsylvania’s children. While employed by the PA Department of Human Services, Terry also had oversight of the Division of Operations and had responsibility of ChildLine, FBI and Child Abuse History Clearances, Child Abuse Appeals, Child Abuse Expunctions, and PA’s three Interstate Compacts (ICJ, ICPC, and ICAMA). Terry also had oversight of the PA Department of Human Services’ contracts for the Child Welfare Resource Center and the Child Welfare Education for Leadership Master in Social Work and Baccalaureate Programs.

Terry has served on and provided leadership to a variety boards, committees and workgroups. He is currently a board member for the PA Family Support Alliance. He previously served as a board member for the PA Children & Youth Administrator’s Association. He was also elected two terms as President of the National Interstate Commission for Juveniles and to the Board of Directors of Big Brothers Big Sisters of Berks County. Terry also served as a Governor appointee representing Pennsylvania on the National Interstate Commission for Juveniles and a Governor appointee on Pennsylvania’s Special Education Advisory Panel. Most recently, Terry was appointed by Governor Tom Wolf to a 4 year term to the PA Commission on Crime & Delinquency (PCCD) Juvenile Justice & Delinquency Prevention Committee, which is the official planning and policy setting body for the Commonwealth of Pennsylvania.

Currently, Terry is the President & CEO of the Pennsylvania Council of Children, Youth & Family Services (PCCYFS), a statewide membership association that serves as a united voice for private providers who provide services to children, youth & families throughout PA in child welfare and juvenile justice. Terry's agency lobbies and advocates for policy and practice changes on behalf its members, who deliver services across a continuum of in-home, community-based, residential, educational and therapeutic settings.
