Driving on Campus

To help keep our campus safe, all drivers are expected to follow Pennsylvania traffic laws and York College traffic regulations while on campus. This includes maintaining a valid driver's license, vehicle registration, insurance, and obeying all traffic control devices.

York College Campus Safety Officers are authorized under Pennsylvania Motor Vehicle Code (Title 75) to regulate traffic and enforce campus parking and traffic regulations. Drivers must follow all traffic signs, signals, and instructions from Campus Safety Officers or other authorized personnel.

Please drive cautiously, observe posted speed limits, and remember that pedestrians always have the right-of-way.

Drivers who violate campus traffic regulations or operate a vehicle in a careless or unsafe manner may receive a traffic citation from the Department of Campus Safety. Depending on the circumstances, violations may also result in a judicial hearing, and the College reserves the right to revoke an individual's driving privileges on campus.

Traffic Regulations and Fines

  • Campus Speed Limit: 15 MPH on all campus roadways.
  • Pedestrians have the right-of-way at all times. Drivers must yield to pedestrians in all marked and unmarked crosswalks.
  • Drivers must obey all traffic signs, signals, and instructions from Campus Safety officials. Officers are authorized by the PA Motor Vehicle Code (Title 75) to enforce these regulations.
  • No Left Turns from the main entrance onto Country Club Road:
    • Morning: (Mon. - Fri., 7 a.m. - 9 p.m.)
    • Afternoon: (Mon. - Fri., 3 p.m. - 6 p.m.)

If you are involved in a vehicle accident on campus and wish to file a report, you must do so promptly. Vehicles involved in minor accidents on roadways may be moved to allow traffic to flow unimpeded. 

  • Mandatory Reporting: Any accident involving injury or a vehicle that requires towing must be reported immediately to Campus Safety and the appropriate police department.
  • Leaving the Scene: It is against Pennsylvania law to leave the scene of an accident.

Operating a vehicle in a negligent manner may result in citations, judicial hearings, or revocation of campus driving privileges.

Habitual Violators

Vehicle owners or operators who receive five or more parking citations within a single academic year are classified as habitual violators. These fines are added to the base cost of the citation:

  • Level I (5–8 Citations): Base fine + $25
  • Level II (9–10 Citations): Base fine + $50
  • Level III (11+ Citations): Base fine + $75
  • Consequences: Habitual violators will be referred to the Office of Student Conduct. Continued violations may result in the vehicle being towed or the total revocation of parking privileges.


 

Citations typically take 48 hours to appear in the Business Office system.

  • How to Pay: * Online: Via EBill on the College portal (required for credit card payments).
    • In-Person: At the Business Office in the Miller Administration Building.
    • By Mail: Send a check payable to "York College" (include name and citation number). Do not mail cash.
  • Delinquent Accounts: Unpaid citations are added to your student billing account. Outstanding balances will result in withheld grades and transcripts and will prevent registration for future semesters.

Appeals Process: To contest a citation, you must follow these specific steps:

  1. Pay First: The citation must be paid in full within ten (10) business days of the issue date to be eligible for appeal.
  2. Submit Evidence: Provide clear and convincing evidence (photos, repair receipts, etc.) with your appeal form at the Campus Safety office.
  3. Review: Appeals are resolved by the Student Senate’s Operations and Security Committee.
  4. Outcome: If the appeal is granted, a refund will be credited to your student account. All decisions are final.

 

Parking Regulations and Information

Parking on campus is by permit only.

  • Requirement: All vehicles must be registered with the College through Campus Safety. This applies to all students, faculty, staff, and visitors.
  • Color-Coding: Permits are color-coded to match specific parking areas as indicated on the official Campus Parking Map.
  • Reservation of Rights: York College reserves the right to regulate any parking facility for the exclusive use of designated individuals, groups, or specific campus events.

To avoid citations, please ensure you are parked correctly:

  • The Two-Line Rule: A valid parking space is defined as a space bound by two white lines.
  • Parallel Parking: Vehicles must be parked with the flow of traffic. Parking against the flow of traffic may result in a citation.
  • Prohibitions: Parking in turn lanes, fire lanes, or roadways is strictly prohibited.

Upon registration for a campus tour or admissions visit, your confirmation email will serve as your visitor parking pass.

If, for any reason, you do not receive the confirmation email, you may pick up a parking pass at the Admissions Welcome Center (located in the Iosue Student Union).

The Admissions visitor parking area is the first parking lot to the right (in front of Miller Administration Building) when you enter the main campus from Country Club Road.

Campus Visit Parking

Faculty and Staff lots are restricted between 7:00 a.m. and 5:00 p.m., Monday through Friday.

  • After-Hours Access: Students with a valid, current York College permit may use these lots after 5:00 p.m.
  • The 7:00 a.m. Rule: All student vehicles must be removed from Faculty/Staff lots by 7:00 a.m. the following morning. Failure to do so will result in a citation.
  • Student Employees: Students employed by the college are not entitled to Faculty/Staff permits and may not use these lots during restricted hours (7 a.m. – 5 p.m.).

The following spaces are reserved at all times. Unauthorized vehicles found in these areas will be cited and may be towed:

  • Visitors & Senior Administrators
  • Contract Services & Butler Avenue Staff Lot
  • Health Services & Mail Carrier Spaces
  • Resident House Parking & Reserved Residence Hall Spaces
  • Emergency Vehicle & Time-Restricted Spaces

For small on-campus events, participants will be directed to the specified parking before the event. 

Parking for larger events will be designated and controlled by officers stationed at various points on campus and near the designated parking area for the event. 

Visitors attending Cultural Series events should use the various visitor parking areas on campus. After 5 p.m., visitors can also use the faculty/staff parking lots.

Spectators at athletic events should park in the appropriate parking lot for the event:

  • Baseball and softball spectators should park in the parking bays adjacent to the softball field on Main Campus.
  • Spectators of any sports activities at the Grumbacher Sport and Fitness Center should park in the parking lot on the west side of the facility.

Please do not park in roadways, along curbs, or in fire/turn lanes.

Visitor parking spaces are reserved for visitors to the campus (individuals not affiliated with the College). Students and their guests, who park in these spaces, may receive a parking citation for the infraction. Guests of students are directed to park in student parking areas.

Commuter parking lots are restricted to commuter students (with valid permits) only between 7 a.m. and 5 p.m., Monday through Friday. After 5 p.m., commuter lots are open to resident students; however, vehicles must be registered with Campus Safety and display a valid York College parking permit.

Note: All resident students must vacate all commuter parking lots by no later than 7 a.m. Failure to do so may result in receiving a parking citation for the infraction.

These spaces are monitored 24 hours a day, seven days a week

There are several parking spaces on campus that have time limits associated with them. The vehicle’s 4-way flashers must be turned on when using these parking spaces.

These spaces are monitored all year long, including weekends, holidays, reading days, during final exams, semester breaks, snow days, etc. Vehicles found parking in these parking spaces longer than the time allotted may be cited for the infraction. Previously cited vehicles that have not been moved after eight hours may be cited again for the same infraction.

No Parking Between 2am and 6am

Parking for the Grumbacher Sport & Fitness Center (GSFC) can be found on the west side of the facility. Permit-holding students and visitors may utilize this lot between the hours of 6 a.m. and 2 a.m. However, all vehicles must be registered with Campus Safety and display a valid College parking permit.

  • There is no parking in the GSFC parking lot between the hours of 2 a.m. and 6 a.m. without prior approval from the Director of Campus Safety. Vehicles found parking in this lot during the restricted time will be cited for the infraction ($25) and may be towed from the area. This restriction includes weekends, holidays, semester breaks, reading days, final exams, snow days, etc.

Grumbacher Sport and Fitness Center Parking

Reserved for Admissions Visitors Only

The first parking lot on the right when entering the main campus from Country Club Road (west of the Miller Administration building) is reserved for use by prospective students and their families only; these visitors are provided visitor permits by the Admissions office. Faculty, staff, students, and other visitors must not park in this location and are subject to receiving a parking citation.

Campus Visit Parking

There are a few designated parking spaces for motorcycle parking. Parking vehicles, other than motorcycles, in these spaces may result in receiving a parking citation for the infraction; motorcycle operators may also utilize regular parking spaces. Motorcycle operators must adhere to the same College regulations as any other motor vehicle. To discourage theft, a permit decal is used for motorcycles instead of a hangtag, which must be affixed to the right front fork or windscreen.

Use of an Accessible parking space is restricted, by law, to vehicles occupied by persons who are disabled and that display an authorized disabled-persons license plate, placard, or permit.

  • It is unlawful for persons to utilize disabled-persons license plates and/or placards issued to someone else, unless that person is occupying the vehicle utilizing the accessible space, plate, or placard. Persons found unlawfully using accessible license plates and/or placards may be fined and/or towed (at their own expense).
ADA Accessible Parking

There are several parking spaces around campus that are designated for compact car parking only. They are designated as such because parking larger vehicles in these spaces can prohibit safe vehicular traffic in the area. Parking larger vehicles in these spaces may result in receiving a parking citation for the infraction.

These spaces are not parking spaces and are only to be used to charge vehicles. Once charged, it must be moved to an appropriate parking space. Contact the Campus Safety office for information about using the charging station.

The Contract Services parking lot is reserved for contractors actively working on campus and displaying a valid Contract Services permit.

Residents of the Manor Complex may use this lot for loading and unloading only. Vehicles must be parked in a designated space, with hazard lights activated to indicate temporary parking (15-minute maximum); otherwise, student parking is not permitted in this area at any time. Overnight and weekend parking are also prohibited.

Snow Emergencies and Storm Alerts

  • When a snow emergency is declared at York College, all parallel and perpendicular roadway parking is prohibited.  Persons with vehicles parked on campus should tune in to the College Cable TV channel 7, College Radio Stations AM 640 and FM 99.7, or observe the signs that will be placed in building lobbies. Notices will also be sent as an email message.
  • Certain areas will be closed at different times to allow for proper snow removal.  Vehicle owners will be informed as to the specific locations.
  • Vehicles that violate this policy will receive a fine and will be towed to another area of the campus. The vehicle owner will also be responsible for all towing charges.

Flood Zone

  • The first three parking bays on the western side of the commuter parking bays on Main Campus are prone to flooding during heavy rains. Faculty, staff, and students should pay attention to weather conditions and choose alternate commuter parking when the potential for flooding exists. Parking is at your own risk. The College is not responsible for any damage due to flooding.

Students who reside in campus housing over the summer semesters may utilize commuter parking, provided the vehicle is properly registered with the College. Students are not authorized to park in faculty or staff parking spaces between 7 a.m. and 5 p.m.

  • If your vehicle breaks down, you must report it to Campus Safety immediately at 717.815.1314.
    • Note: A disabled vehicle does not excuse parking citations if the vehicle is illegally parked.
    • Abandonment: Abandoned vehicles (including those with plates removed) will be removed at the owner’s expense.
  • York College reserves the right to tow vehicles for regulation violations, abandonment, or emergencies.
    • Liability: The College is not responsible for damage resulting from towing.
    • Fees: All towing and storage fees are the responsibility of the owner and are payable directly to the towing company.
